The European Neighbourhood Policy, launched in 2003, faces stark challenges. Traditionally more focused on the Union’s eastern neighbourhood, the Arab Spring is likely to lead to a shift of emphasis to the EU’s southern neighbours. Against this background, I consider how the EU’s Neighbourhood Policy has evolved from an “alternative to enlargement” to a regional foreign and security policy.
