Albanians in Montenegro: Waiting for Godot?
Co-authored with Cafo Boga and published as a supplement in the Albanian-American Illyria newspaper, this paper looks at the situation of the Albanian community in Montenegro today. Identifying a number of problems in terms of the status of this community and in terms of broader governance arrangements in the country, we examine various models for managing population diversity in multi-ethnic societies and propose a set of options for improving inter-ethnic relations in Montenegro.
Coinciding with the release of first results from the April 2011 Montenegrin census, which show a further decline in the Albanian population in the country, our paper is published at a time of increasing political tensions in the country and continuing instability across the entire Western Balkans region. Rather than just identifying problems, it aims to offer potential solutions before the situation irretrievably escalates toward yet another spat of violence.
